This is how I make my favorite skirt for myself, grand kids, nieces or even stuffed animals.
For the waistband, I use 5-6" wide jersey knit 3/4 of the length of the person's waist size. In other words, if the child's waist is 20", I multiply 20" x .75 = 15 ", therefore cut the length 15" and the width 5-6" of the jersey knit fabric.
The skirt can be any type of fabric including stretch or cotton. Cut the skirt as follows - the width will be the hip measurement plus 6" so the skirt flows a bit. The length is whatever you are most comfortable with plus 2". The length is what length you normally wear the skirt, for our example I will use 15". In other words if this same child had a hip of 24", I would add 6" to give the skirt 30" width. The length would be about 17" so I would cut the fabric 30" wide by 17" long.
With wrong sides together, fold the waistband in half matching the top of the waistband to the bottom.
Fold the waistband in half at the width so you have the center of the waistband - Put a pin there. Fold the waist of the skirt at the center.
Matching the right side of the skirt at the waist to the right side of the waistband. Pin the waistband at the beginning, center and end to the skirt. Using a 1/2" seam allowance, sew the waistband to the skirt stretching the waistband between pins to fit the skirt. Lightly press the skirt seam. Do not press hard, this will stretch the waistband too much.
With right sides together, match the two ends of the waistband, down the skirt to the length. Stitch a 1/2" seam down the length of the skirt on the wrong side from the waistband down to the length of the skirt. Press the seam
Create a hem by folding the bottom of the skirt 1" then fold again 1". Pin all around the skirt.
Hem the skirt and press. Voila!!! The skirt is ready to wear!
